It’s a routine bit of bookkeeping, and for a long time it raised few eyebrows. Then a firm called IMS Health starting buying up the data. Mining pharmacy records, the company assembled profiles of hundreds of thousands of American doctors and millions of individual patients, with names and other identifying details encrypted. IMS Health turned around and sold access to those files to pharmaceutical companies, making it easier for the firms to target (and reward) the physicians most likely to prescribe expensive, brand-name drugs.

But Ottawa lawyer Michel Drapeau said the NIS investigations involving the news media that were obtained by the Citizen provide disturbing examples of how the military police force can be misused. “When you call in the cops because a journalist has written something embarrassing to Peter MacKay or the military leadership, then I would see that as intimidation,” said Drapeau, who has written legal textbooks on military law as well as the Access to Information act. “It has nothing to do with national security; it’s all about sending a warning to those inside the military that they are to keep quiet.”

COLD SUMMER BORSCHT

Dozen beets cleaned & chopped to bite size salad-size Strips
Stems & leaves also chopped like salad lettuce
All boiled together lightly salted to make a bright red soup,
with beets now soft – boil an hour or more
Add Sugar & Lemon Juice to make the red liquid
sweet & sour like Lemonade
Chill 4 gallon(s) of beet liquid –
Serve with (1) Sour Cream on table
(2) Boiled small or halved potato
on the side
i.e. so hot potatoes don’t heat the
cold soup prematurely
(3) Spring salad on table to put into
cold red liquid
1) Onions – sliced (spring onions)
2) Tomatoes – sliced bite-sized
3) Lettuce – ditto
4) Cucumbers – ditto
5) a few radishes
