Except in cases where the person is a criminal, suspected terrorist, mental patient, has a criminal record of any kind, looks squirrely, isn’t part of a well-regulated militia or just has a bad vibe.

You write down their name and some identifying marks then send that off to the CDC, then you sell it to them, as long as they meet the requirements set above, if they fail any of them or are not a “chill dude” then you just don’t sell it to them.
